Czech symbols

Could you advise me where I got the edit to my page (http://booster.cz) Czech characters display correctly?

If you add to a file cs.php: <meta http-equiv=„Content-Type“ content=„text/html; charset=utf-8“> characters are displayed correctly, but stand torrents and Captcha (image).

Would you please help?

Encoding has to be changed in templates/skio/index.tpl.php

Partly helped - all the texts from a file language/cs.php appear correctly.
It was but a problem when adding a download. If you enter text with Czech characters (Header, Subheader, Description), only the text without Czech characters (if hit the Czech character, other characters have not shown).

Where can I fix, please?

I came to, I can not change the character set, I have to keep UTF-8. Recode the principal language file cs.php. Then everything works. Thank you
